No, the gear to drive it is no longer in the transmission, they switched it to a "tone" wheel, in mid-90s for VSS only and then added tone wheel to rear differential for ABS and speedo/odo, as far as I know.
And of course the your '99 speedometer can't use a cable.

Unfortunately you will probably need a Dakota Digital ECD-100.
$300
It reads a VSS signal and has an electric motor that drives a speedometer cable.
It is made for just what you are doing but isn't cheap
You could also just buy an electronic speedo gauge, but if you are going for stock look then ECD-100 is it.
Was just looking at the VSS placement for Rangers and the '95-'97 had the VSS on the trans, but '98-'00 has VSS on the rear differential, so your motor/trans may not have the VSS, but I bet it would still have the tone wheel inside so you could probably add one.
1994 was the last year rangers had speedometer cables.
