Front wheels locked up

Front wheels locked up
I’ve been trying to restore my 1992 ranger custom. Doesn’t run right now, we’ve put it in neutral on both the shifters and it wouldn’t budge. We hooked the skid steer too it and the back wheels are free but the front ones are locked up. I don’t have any locking hubs on right now (got the wrong sized rims) just a hub cap. It has been sitting for 2 years since we got it and who knows how long before that. I’ve read it may be a problem with the brake calipers or brake lines? Please help!

Welcome to the forum
Open the bleeder on one of the front calipers and see if fluid SQUIRTS out, if so that means there was pressure holding caliper closed(brakes ON)
But pressure is now gone, for BOTH front brakes, so see if wheels turn now
You have a manual transfer case?
Because you said BOTH shifters are in neutral
You need to jack up one front wheel and see if it will spin, Rangers have an OPEN front differential so one wheel should be able to spin even if transfer case is locked up
If not then most likely the front differential is damaged
