Building Hitch into Bumper

Building Hitch into Bumper
my rear bumper is falling apart in big sheets of rust and if i dont end up getting a chrome stock bumper i want to build a bumper like Andys with two pieces of rectangular tubing. My truck doesnt have a hitch, so i want to either get a standard hitch receiver tube or use a piece of 2" square and weld it into the center of the bumper between the two tubes.
i dont plan on towing a boat or anything over 1500lbs, possibly our rail buggy on a car dolly. this will mostly be for a recovery point.
so other than reinforcing the way the bumper bolts to the frame, adding gussets to the hitch tube, and making 100% sure that the hitch is centered is there anything i should look out for?
