Yes, it should have a speed limiter, maybe set for about 95mph, wouldn't want to be IN a Ranger at 95mph though, lol
Make sure tires are rated for these higher speeds, most are not

You can send computer out to be tuned and programmer can take that away, along with REV limiter

You could put on larger diameter tires so speedometer reads slower than actual speed, but you would need a GPS to see actual speed
And it would only gain maybe 5mph unless you went real big

Change rear axle ratio to lower ratio

The computer does know what "speed" is, technically
In a 2003 Ranger computer gets transmission's output shaft speed(OSS) it then uses the pre-programmed(factory) rear axle ratio and tire size(diameter) and calculates "speed" signal to send out to speedometer/odometer
If the "speed" signal goes past a certain level fuel injectors are limited, same if RPMs go past a certain level
