Hoping someone here might know the answer to this...
Does California Smog require the vehicle to have a Heater?
Ive had a couple people say yes, but I cant find anything in the smog laws that confirms this...
Any help would be greatful!!

No, cab heat would not be a concern of Smog police
Factory equipment is a requirement or you have to have/pay for a private "inspection" for road worthiness, before they will test emissions
I wouldn't think heater would qualify for that, different engine size or suspension or brakes do, sometimes transmission if its a different model.

That is what I figured. The only thing I could think of that a heater would be a road worthness issue would be for defrost issues. Which being in Central CA, that is a null issue. But somehow being able to roll down your windows and tire pressure is part of CA Smog...
By that statement, deleting AC or Power Windows / Locks would require an inspection. Which CHP inspections are actually not that bad. They are mostly just a safety inspection, IMO is actually more important than smog. Checking ball joints is something, for example, I wish more inspections did....
