Stuttering Issues

So I have a 1997 ranger 3.0l everytime I accelerate I can't go past 2000rpms it's manual its the only thing I cannot for the love of God figure out what's the issue
New spark plugs
New cables
New head gaskets
Can someone please help I wanna drive it but I feel like a 90 year old driving so slow 🤣

Welcome to the forum

1997 Ranger will use/need 30-40psi fuel pressure, there is a test port on the engine to test running pressure
I would change the fuel filter just on speculation, should be done every 5 to 7 years in any case, they are usually less than $15, its under drivers seat area in the frame rail

idle should be 35psi average, then hold RPMs at 2,000 and see if its dropping, if so then pump or regulator are at fault
Clogged filter would of course limit fuel and fuel pressure at higher demand

These issues generally cause Lean Codes to be set, and CEL(check engine light) to come on

Clogged exhaust, this can also set codes but not as often, and limits RPMs
For RPMs to go up the exhaust has to get out, if not then RPMs are limited
You can test for this with a vacuum gauge on the engine
Or you can remove the two upstream O2 sensors, giving the exhaust a new exit, and REV engine or quick test drive to see if RPMs go higher, it WILL BE LOUD

I have 02 sensor bank 2 bad apparently going to take out the fuel filter out now to see if it's needs replacing or just replace it.

There are MANY O2 sensor codes, none say "O2 is bad"

This is a PARTIAL LIST of just Bank 2 codes
P0150 02 Sensor Circuit Malfunction (Bank 2 Sensor I)
P0151 02 Sensor Circuit Low Voltage (Bank 2 Sensor I)
P0152 02 Sensor Circuit High Voltage (Bank 2 Sensor 1)
P0153 02 Sensor Circuit Slow Response (Bank 2 Sensor 1)
P0154 02 Sensor Circuit No Activity Detected (Bank 2 Sensor 1)
P0155 02 Sensor Heater Circuit Malfunction (Bank 2 Sensor 1)
P0156 02 Sensor Circuit Malfunction (Bank 2 Sensor 2)
P0157 02 Sensor Circuit Low Voltage (Bank 2 Sensor 2)
P1150 Lack of Upstream Heated Oxygen Sensor Switch - Adaptive Fuel Limit - Bank No. 2
P1151 Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Lean - Bank No. 2
P1152 Lack of Upstream Heated Oxygen Sensor Switch - Sensor Indicates Rich - Bank No. 2

ALL mean something slightly different or there wouldn't be a different code for the problem

So what was/is the exact O2 sensor code?

P0175 System too Rich (Bank 2) ???
Way easier with exact code number if you have it

In any case if its a "true code" then after warm up you should have a bit of grey smoke out the tail pipe when accelerating, do you?
Could be caused by a leaking injector but should also have a misfire code

P0175 means the computer is LIMITING fuel on the drivers side bank of a V6 engine because the O2 is telling computer there is not enough Oxygen in the exhaust on that side

Only code that comes up is p0175 I could get the injectors cleaned up I have the machine for it. I can take a picture of the code tomorrow after work.

Leaking injector wouldn't explain the lack of RPMs
Fuel delivery and exhaust need to be checked first

An engine is a self power AIR PUMP
If you want to limit RPMs on any pump you restrict its INLET or OUTLET

I assume you have checked the INLET, i.e. air cleaner and box and there are no mouse houses in any of the air tubes?

That leaves the OUTLET, the exhaust system, limited exhaust flow = limited RPMs

Self powered part, limited fuel = limited RPMs

I've checked it changed filter. I do have a exhaust leak I noticed yesterday when I was changing the fuel filter, it's not an Excessive leak
