Fuse 11 is common to both the air bag system and the speed control but it doesn't look like it could give those symptoms. Worth a look anyway.

If your horn also doesn't work, you could possibly have a broken clockspring assembly under the steering wheel.

It goes without saying that the air bag is dangerous. You should avoid working on its wiring unless you are fully qualified to do so and follow all shop manual precautions.

The clockspring assembly is a spool of flexible plastic ribbon with electrical conductors on it. It winds and unwinds as the steering wheel is turned to maintain electrical connections for anything on the steering wheel. The ribbon can break during a collision or just from old age and wear.

To get to it, you have to remove the airbag and the steering wheel and there are special 'timing' instructions for reassembly.

My clockspring has the instructions embossed right on the plastic case. One important thing is that you park the vehicle with the wheels straight ahead and the steering wheel centered before disassembly. That will set the truck up to correctly position the clockspring on reassembly.

As noted before, you would need to remove the airbag and use a puller to remove the steering wheel to access the clockspring. It is important to remember that you have no proof that the clockspring is bad.

There are no lights in the door lock or power window switches.
