1999 Ranger 2.3 - rough at idle, no power - won't run past 35mph. Any suggestions will help! Consider reading backstory 1st

Backstory - I've been a teacher for 20years who has been landscaping part-time to make ends meet (not really). Covid canned my teaching job and I'm looking forward to full time landscaping, but need this truck to run for the company to grow. This truck ate a bearing at 150k, which apparently many of them do. I took the engine to a rebuilder and I think he did a good job. We had to adjust the timing, typical for duratec and have been chasing ghosts for almost a year. We've done - fuel, air, compression, timing, coil pack (only one), plug wires, plugs and even did a smoke test looking for leaks....please help!
