Drive slow and apply gas and then let off, do again.
Also, drive slow and hit the brakes, jerk the truck; this can be done in reverse also !
I am sure there is a problem like no grease on the linkage or the solenoid is bad but I am not qualified to say what but my 2003 has the problem in 4x Low, it goes in but doesn't want to come out so easily. I do what I wrote above and so far have had a good success.
There was one time when I couldn't get the T/C out of Low with the above process, I drove on a dirt road for a short distance, doing the start stop thing and it finally came out.
A suggestion: Once you get it out of low range, get underneath and check out the linkage and maybe remove the solenoid and clean things up, grease it up some.
If it happens after clean up and grease replace the solenoid.
