getting an edge valence would be the way to go.
if you sand your stock one down, it will not be perfectly smooth. i mean it is textured and sandpaper no matter what grit eats it alive.

and if you painted it and it had any imperfection in it, the paint will have waves all in it.

get the edge valance. I tryed to paint mine, and I wasted alot of time and money, and it does not look too good sanded. I am in the process of getting an edge valance, that is by far the way to go. Rock Auto has a "standard" one for 50 bucks, and a "re manufactured" one for 290, I do not know why there is such a difference, but it says it is an edge/tremor valance.

I say wait too. I sanded mine with 220, sprayed on duplicolor adhesion promoter, then the duplicolor bedliner went on. I have however painted my flares(same textured stuff).....no prep, cleaned the flares, and sprayed on krylon fusion flat black. ended up chipping onthe lead edges, and flaking in some spots. i know you know this john....prep is key.

I believe that guy from Michigan with the white w/ silver hood double lifted 01-03...painted his stock xlt textured valence back in the day....ended up replacing that with an edge one. Cant remember his screen name though.

I am going for the 04-05 style front end with the square fogs, I might just go ahead and pick up the textured valance for now. I can always swap it out later.

The bumper i had was textured top and bottom , takes lots of sanding and special primer to make it all smooth . Pain in the but if well worth it . The paint has no waves or markings to show it was onces textured .

I've had my textured valence painted and it turned out pretty good, the texture gets filled in a bit and it's not too noticeable.
