Quick question about tow hitch

Hey all,
I am probably buying a 03 Ford Ranger FX4 LII this weekend, but I had quick question about the tow set-up on it. If you look at this picture, you can see its all rusted down below. Most of the Rangers I've seen don't have this set-up, they just have a ball hitch on the bumper. Is this an aftermarket set-up? If so, should I keep it on there, and just paint it black to keep it fresh looking?

Almost everyone has that setup. It came from the factory like that. Just paint it black

Yep thats a Ford hitch. I d remove it sandblast or wire wheel it prime with good primer and paint it black.
