Air Bag 2-7

Hey guy's,
I have that air bag code 2-7. I did search and saw the repair with the radio shack bulb(good stuff). My question is, When the bulb fails, does the key switch for the pass. side bag not operate also. I usually have this switch inthe off position for my daughter riding in the truck. Now the key switch always seems to go to on.

Normally I leave the air bag switch in the off position. Now with the bulb not working, when I try to put it to the off position,it goes back to on, the key position will not stay in the off position. (angled towards off)

No. going to try this weekend. All I wanted to know is, if the bulb is out, is the key unit totally disabled?
