Air bag shutoff
Should be automatically off and say so on the dash indicator, "Passenger side airbag off", there is a weight sensor in the passenger seat

When the front passenger seat is occupied and the sensing system has
turned off the passenger’s frontal airbag, the “pass airbag off” indicator
will light and stay lit to remind you that the front passenger frontal

Ford may be able to add a key switch to disable it, but just not sure, there was a add-on device that could do it but only up to 2006 Rangers
How tall is he, height and weight are the big things, yes age(13) is as well, but thats more "legal" than safety as far as I know
