can't program key fob

2010 Ranger can't program a key fob and procedure in the manual doesn't work at all. Doesn't move the door locks on or off.
My key fob was working, changed the batt in it but no help.

Welcome to the forum

Changing the battery doesn't effect the digital code in a key fob, so no reprogramming would be needed.

If fob stopped working then the problem is in the fob or RAP(remote access personality) module, or Smart Junction Box(SJB).

Turn key on and off 8 times quickly and the door locks should LOCK then UNLOCK, that means RAP Module(SLB) is working, if door locks don't lock and unlock then you have a problem with RAP system.
Could just be a fuse is bad, does the door lock/unlock button, on drivers door, work?
Fuse #35....maybe, don't have diagram for that

If door locks DO lock and unlock then press any button on Fob, door should lock, if it doesn't then fob is bad, get a new fob

Door locks work fine. Where is the RAP module on a 2010 ranger?

It is part of the SJB(smart junction box)

Not sure if it is replaceable separately

So you can not "enter" program mode, key on and off 8 times doesn't cause door locks to cycle?
