Cruise Control Wont Engage

Cruise Control Wont Engage

I have a 95 Ranger with factory Cruise Control that will not engage. I cannot figure how to fix my problems so I figured I would come here. I already replaced the sensor on the master cylinder. I also tested my BOO switch. I believe it is good. When I tested the switches by inserting a volt meter (on OHMs) into pins 5/6. The buttons came up normal. Running the Volt meter on Volts when holding the ON button it came up short on Volts. It came up with about 4 Volts where it should come up with battery voltage. Any Ideas on what could be wrong?

Update, I went to my usual mechanic and asked if they had any ideas. They printed out a diagnostics to do list. I found that I have no power coming up the steering column but I have yet to find the problem and fix it. Those wires go way up into the dash and are hard to follow.
