Welcome to the forum
Good to include the year of the Ranger
2001 3.0l
Is the CEL(check engine light) on?
You can get a Bluetooth OBD2 reader(ELM327) for under $20, works on ANY vehicle, 1996 and newer, so not just a Ranger or Ford tool, ANY vehicle, it's a legal requirement
Not much to go on, you can try changing fuel filter, should be done every 5 years or so
The noise could be an intake or exhaust leak, hard to say
A vacuum gauge is a cheap tool and can tell you alot about whats going on in a running engine
