Help with PATS. Desperate.

Hello there.

I have a 2002 ford Ranger 2.3 Lt truck. It was imported from Calafornia to Vanuatu in the South west pacific. It is 100% legitimate export from the US. For the past 18 months I have no end of problems with the PATS system. To the point that over that period I have been able to use the vehicle reliably for about 3 months in total. I want the PATS system gone. There seems to be absolutely no way to physically by pass this thing because the injector pulse is actually controlled via the PCM. You can't by pass a piece of coding with a wire.

Here are some details.

I had 2 new keys made and programmed and sent to me thinking this was the problem after being told so when a diag tool was put on the truck. The truck started first go and I drove it happily for about 5 weeks

Then all of a sudden I try to start the car it fails to crank and the THEFT light flashes very quickly, as per original problem. This system does 2 things. 1 – Starter interupt ie NO CRANK and 2 – NO START via blocking pulse to injectors. The injector signal comes directly from the PCM (from what I can tell) so no way to get around that.
When a diagnostic tool is now put on the vehicle it says “No signal received from transponder / receiver”
If we clear all fault codes the truck will sometimes start, a few times I actually get 10 or 15 problem free starts then back to the THEFT light and NO START.

There is a ford dealer over here (Port Vila, Vanuatu) but they don't or won't deal with any fords before 2010, when they opened. I have done extensive research on this and simply cannot find a way around this situation. I have been to Mazda (who at least tried), Chevy and multple garages in town and noone can or will help. Everyone just scratches their head, or starts talking about by passing, which I have long established can not be done.

What I have found that may be possible is to have the PATS disabled / deleted from the programming using a tuner such as SCT , Sniper and others as mentioned in the below links.

My questions are the following.

1.Is there a guaranteed tuner model and software combo that can 100% disable or delete Ford PATS for a 2002 Ford Ranger 2.3Lt ?
2.Could I have a PCM programmed in the US with the PATS removed completely, sent over to me and then just get on with life?
3.If I send my PCM to someone in the US can they do it and send it back? If so who?

I want the PATS system gone. 100% gone. I want to be able to start my truck with any key that will turn the ignition. I have never been more frustrated with a car in my life.

If anyone can give me a definitive solution to this problem I will be forever graetful.

Please note again that I am on a rock in the middle of the Pacific with a very limited range of tech shops and mechanics.
