Welcome to the forum

Not sure what relays you replaced, none are connected to Radio wires

2004 Was first year of the SJB(smart junction box in Rangers, its behind the passenger side kick panel, cab fuse box is part of the SJB
SJB is the Body Computer, it runs all the electrics in the cab, like wipers and windows, radio, ect.............
Fuses 6 and 24 in CAB fuse box are for the Radio
Power windows also uses Fuse 6

Wipers use fuse 5 in cab fuse box so no connection to any radio wiring, I would use a volt meter and test if fuse 5 has 12volts present, if not then could be a bad fuse in engine bay fuse box, but that's a longshot

Only connection between wipers and Radio wiring would be the wires that pass behind the radio from wiper controls to the SJB

I replaced the one touch down to see if that was window problem and accessory relay.. tested all even engine 1 3 and 5

So you tested fuse 6 in cab fuse box and there is 12volts there?

Need to know the VOLTAGE at fuse 6, don't care about the fuse, just the exact voltage

My 2006 Ranger has similar issue

#1 ALL FUSES IN CAB AND UNDER HOOD WERE JUST REPLACED WITH NEW FUSES AFTER THIS FAILURE. SO REFERENCES TO WHICH FUSES I SHOULD CHECK ARE NULL.

I removed the window circuit from the wiring and I left the radio connected to the radio ACC wiring and then I used a 12 volt test lead and touched it to the radio circuit behind the radio and when I did the wipers we're able to run normally while I held that in place. When I removed it, the circuit that Parks the windshield wipers took over and parked them in the off position. So that part of the wiring for the windshield wipers is still intact. You are clearly incorrect when you state that there is no connection between the stereo wiring and the wiper wiring as I proved I touching a live 12 volt wire to these dead wires and it activated both the wipers and the radio while it was introduced.

As for me, I replaced the wiper relays under the hood too and it made no difference.

From the factory there is no connection, if there is a connection now, somebody has butchered the wiring.

In a 2004 cab fuses 5(wipers) and 6(radio) are both powered by 1 wire from ignition switch, so if you jumper power to one, BOTH fuses would have power

What is the color of the ACC wire you spliced into?

Diagram below

And NEW means "never ever tested"
New no longer means "tested and works", quality control is a thing of the past, labor is just too expensive to test new parts now
So "all new fuses" just means you now have ALOT of new fuses to test, so for sure not a moot point
