Left blinker doesn't work if headlights are on??

Left blinker doesn't work if headlights are on??

I went to make a left turn the other day and when I turn the blinker on the light in the dash just lit up, the front and rear lights didnt blink. Funny thing is that if I have the headlights off the blinker still works, but soon as the headlights are on they stop and the dash light stays on? Any clues? I need to get this fixed as I make a few left turns in high traffic areas.

I decided to check the rear light as I've had the "fast blinker" before and the below is what I found. So I need to replace the socket but my question is for the wiring that the socket connects to has burnt smell. With the problems I've had with this particular light how would I go about replacing the wiring if need or should the socket replacement be good enough? I've no way to check the actual source of the issue.
