Problems with hazards, brake/tail lights, turn signals

I have a doozie of an electrical gremlin here for you all. 98 ranger 4.0L 4x4.

I'm no expert mechanic, especially when it comes to electrical things, so I'm hoping there is something simple I'm overlooking... The simplest thing to diagnose right now I think would be the hazard lights, and I'm hoping that may help with my other issues as well. The flasher fuse in the dash keeps blowing when I turn them on. They work for a while then I turn them off and the fuse blows. I've just put in a brand new flasher relay (the one behind the kick panel under the steering wheel) and brand new multifunction switch, so the problem is not coming from there.

There's lots of other stuff going on but I'm not exactly sure if it is all related. Anyways, :

- Brake/tail lights and dash lights went out silmultaneously. Interior dome light still works.
- Turn signals are not working at all. The relay under the steering wheel is not clicking over, the dash doesn't light up. Yesterday they were working, and there was a bit of feedback voltage (~4V) slightly lighting up the tail lights in sequence with the signal lights. This was happening for both turn signals and flashers.
- Fuse for brake pedal position switch was blown.
- The fuses for right and left stop/turn, as well as for the brake pedal position switch are not hot all the time (ie. no voltage is getting to the fuses). I don't know if they should be or not.
- The reverse lights are working, so the wiring to the back of the vehicle is sound.

I'm at my wits end with this, any suggestions are welcome!
