Welcome to the forum

1999-2011 Rangers all have PATS(passive anti-theft system), there no work around for this system, you either have the correct key or your dead in the water, no temporary, "I just need to move it 10 feet", lol, no wiring bypass, the computer is just off line, it is a VERY good "anti-theft" system

Turn on the key again but don't try to start the engine
Let THEFT light flash rapidly
After about 45sec to 1 min it will start to flash a 2 digit code

11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.

So 1 flash, pause, then 1 to 6 flashes, then longer pause and it repeats several times
Reason you want the code is to see if the transceiver that around the ignition cylinder was damaged by the theft attemp, if it was then it will need to be replaced before new keys can be added
If you just get code 13 or 15 then transceiver is OK

Most mobile locksmiths can come to the vehicle with a laptop and Ford software to add TWO new keys, have to add 2 PATS keys minimum, that's required by PATS, previous keys are erased in the process
Or tow the Ranger to a Locksmith that has Ford software, can save on travel time charges
Locksmiths may require you to show ID and vehicle title before they proceed

Other option is to use your own laptop with Forscan software, and an OBD2 to USB cable to hook laptop up to vehicle
You still need to have the PATS keys cut to match the new lock

Not sure what you got from orilleys, but for a 2003 Ranger it should have come with PATS keys, they have a black handle and there should have been TWO with the new cylinder
If they sold you bare metal keys, take the cylinder and keys back and get a refund
