Headlights Not Bright

Headlights Not Bright
The specs:
1999 Ranger Sport
4.0L
V6
4x4
The issue:
My headlights are dim all the time. Not just when stopped, or when the music is loud, but all the time. Both my regular headlights and my brights are not bright at all. I've put new bulbs in and no change was noticed. The lenses aren't foggy or yellowed. Is there a chance that the proper current is not getting to the lamps or something?
I'm really bad with diagnosing electrical stuff…any help would be awesome.
Thanks.

here is what you need to restore headlight brightness
Headlight Relay Harness Kit: Big Rig Chrome Shop
1 headlight bulb connector acts as a trigger to the 2 relays , the headlights will now be powered directly from the battery ( engine off ) or alternator ( engine running )
check your owners manual for the correct bulb connector ( h4 / 9004 / 9007 )
this aftermarket heavy duty headlight wiring harness works great
