Wipers stopped working

Since it only randomly acts up when you start it, could it be the ignition lock cylinder?

On location number 25 fuse box location, when I plug and unplug it to reset it, I can hear a clicking sound, that sounds like it is in behind the gauge cluster? Is there some sort of relay that is in behind there, or something that could be part of the problem?

No, no relays there

Fuse 25 powers GEM module behind the radio, it has internal relays, no external ones in dash area

There may be a box of relays above gas pedal, Relay Box 1 or AUX relay box, it has Battery saver relay inside which GEM Controls, not wiper related
May also have Flasher relay, turn on 4-ways and follow the clicks
Box has a cover over it, it faces E-brake pedal
Window relays and door lock relays are also in there, if you have power group

1995 was an oddball year for Rangers, Ford was transitioning from OBD1 to OBD2 so 1995 wiring and layouts were different from 1994 and 1996
1996 thru 2003 had pretty much the same wiring and layouts

When it quits, I just pull the #25 fuse, and works again for a while.
The box that has the clicking noise in it, if you pull the fuse in and out, is straight above the gas pedal.
I'm wondering if something in there is what is causing the phantom wipe, when starting the engine?
What all is in the box that maybe I should be looking for?
Looks like I would just take the bolt out, and would just drop down, and has a latch on the end for it to open up, similar to the one behind the radio?

To make a long story short, the whole problem was the ignition lock cylinder.
I got to wondering since it only did it when starting, if it could be the ignition lock cylinder, since nothing else worked.
Anyway, I got another cheapo at Advance Auto parts, and that problem went away, but traded it for another problem.
The second one I got from them, caused it to randomly grind the starter.

I finally got a hopefully better one at NAPA, Echlin, and so far haven't had either problem, and up to 75 starts at this point.
