Wiring to Lisense plates, could it shourt out instrument panel lighting?

Ok, all my Instrument panel lights are dead. My climate control lights are dead. I checked the fuse in the cab, it isnt blown.
My truck is a rebuilt wreck. Runs great.
I crawled up under it to locate the fuel filter, to find that the wire going from left liscenses plate light kind of dangling, ran up the frame rail, tied off and hanging. In other words, it is not connected to anything. Is there anyway that this could short out the instrument panel? Please help me find my problem.
Thanks

Yes.

Dash lighting is powered by the same fuse as parking lights, on purpose.
So, when your dash lights are out, so are your parking lamps.

If that dangling wire touches the frame anywhere, the fuse will blow.

Check the fuses again, this time the ones under the hood.
