How do you straighten the steering wheel?

How do you straighten the steering wheel?

I bought this truck as salvage with front-end damage. I had the front-end alignment done and it is all good but the steering wheel is still not totally straight - it's a long story but they said they would fix it but it's been too long now so I need to take care of it myself... It's kind of at 9 and 1 instead of 10 and 2 if you recall the teaching technique of holding your hands in the 10 and 2 position whilst driving...
So my question is do I need to get a wheel puller and what type of treatment is warranted with the air bag?

Oh, it's a 99 xtra cab 3.0 5 speed w/air and cruise control.

Air bag just pops out and unplugs. as long as you don't short out the connection (I.E. turn the truck off) you'll be ok.
I don't recall how to exactly to pull a steering wheel, but it should be able to be done all by alignment.

no way to rotate the steering wheel on the steering shaft. it's splined, but one is larger than the rest. will have to do it through the tie rods and an alignment.

So maybe I have a bent tie rod that wasn't so bad that it could be aligned or did the shop short-change me more than I thought? It was 4 months ago that I called them and they said they would straighten it...
