2001 Ranger No Starter function
2001 Ford Ranger 4x4 3.0L Dash lights up, but starter motor doesn't.
Replaced Clutch neutral safety switch. Bench tested orignial neutral safety switch and it was good. Returning new safety switch and reinstalled original neutral safety switch. Starter works with remote and I get spark spark at the wires with the ignition turned ON and fuel pressure at 62/63 PSI from fuel pump and in the fuel rail!
Next is the ignition switch has gone bad: hopefully, or the PATS systems has gone bad and if that is the case how do I check that out to verify it is working or not working? My only diagnostic tool besides multimeter is the INNOVA Electronics Corp. OBD-1 & 2 READER

For no crank check fuse 24 in the cab fuse box, 7.5amp, this fuse should have 12volts with key in START position, but only when its in START
That 12v goes to clutch switch and then to Starter Relay in engine fuse box, to activate that relay and it activates the starter motor
Yes 2001 Ranger has PATS
There is a THEFT light on the dash, with key out of ignition and doors closed the THEFT light should flash every 2 seconds this means PATS is armed, do you see it?
Should be just to the right of the Right Turn arrow in the cluster
If no THEFT light then bulb may be burned out, its an LED so they last a long long time
When you turn on the key the THEFT light should come on and then go OFF if PATS is disarmed, if THEFT light starts to flash rapidly then PATS is engaged and No Start
Leave key on and wait 45 seconds, THEFT light will start to flash a 2 digit code number, 11 to 16
11 Transceiver [transponder coil] not connected, or there is no power to it.
12 Transceiver internal fault.
13 No Key/no PATS key has been used to turn the ignition switch.
14 Incomplete key code received.
15 Invalid key code received.
16 CAN communications error.
If you can jump the starter relay with key in ON position but engine doesn't start then yes, it most likely a PATS issue, PATS disables fuel injectors
