Troubleshooting a Short ‘98 4.0 4x4
Issue: Passenger compartment fuse #25 (‘98 GEM, Instrument Cluster) & Power Distribution Box Mini #5 (‘98 Air Bag Diag Monitor) both blown & immediately blow upon replacement.
Symptoms: Power windows & (most urgently) windshield wipers went out with them.
Background: I had a bad alternator slowly draining my battery. Tested & found it was overcharging the battery in low idle (~5-6 volt extra charge. Battery would die from 100% charge in ~6-hours. Tested & found either alternator or voltage regulator were bad— since alternator was still under duralast warranty I didnt check any farther & just swapped the alternator & the battery since it too was under warranty & was bubbling over when charging.
Prior to replacing both parts I had to jump my truck on two different occasions. On one particular occasion when starting the truck I heard a “pop” & smoke came from the dash. Specifically out of the left most cigar lighter. I know the cigar lighter is corroded & thought it may have shorted out.
I found then that the the power windows & windshield wipers were out. Checked the fuses & found 3 blown fuses. Passenger compartment fuse #17 (Cigar Lighter, ‘00 Data Link Connector) sure enough was blown & I replaced it successfully. Multimeter shows its work now.
But the other two fuses blew immediatly upon replacement. Passenger compartment fuse #25 (‘98 GEM, Instrument Cluster) & Power Distribution Box Mini #5 (‘98 Air Bag Diag Monitor) both are still out.
Already tried: Pulled the GEM & tested the wiring to find no current to it at the white/yellow wire & no clear signs of damage or electrical issues through a visual inspection. Then pulled the instrument panel & tested the white/yellow wire (2 of them) going into the instrument panel. One was fully dead, one read .2 V only when the car was in run. They're both suppose to be always hot.
All other fuses intact. New alternator & battery test good now.
From my limited understanding it seems like there is a ground short in the white/yellow always hot wire between the instrument panel & the battery but I’m not sure where else to check. Havent bothered tracing the Airbag Diagnostic Short yet because I dont know that these two circuits have anything to do with each other & my primary concern are the windshield wipers.
What am I missing? What do I try or re-try next?

Fuse 25 in Cab fuse box(7.5amp) is for cluster and GEM as you have said, with both unplugged did you try putting in a new fuse?
If it blew then there is a short in the wiring,hard to find these
If it didn't blow then plug cluster back in, check fuse
If it blew replace cluster, short is in the cluster, 1996 to 2003 Ranger clusters are plug and play
If it didn't blow plug in GEM, it should blow now, replace GEM, needs to have matching numbers
Fuse 3 in engine fuse box will be a pain
Airbag crash sensors are located under radiator or just on the lower front of rad support, there are two, one on each side you will need to locate them and unplug both
Replace fuse, see if it blows, same as above diagnostics

Now as I understand it I need to match F87B-14B205-** when finding a replacement GEM. The ** are just the build date, so not important. It seems like the GEMs are year specific as the pins wont match on anything but a ‘98?
Do I need to match the “4x4” & “pick-up” as well? My pick n pull has plenty of same year explorers but no Rangers for me to match. So I have access to cheap “sports utility” GEMs but would need to wait or pay for a “pick-up” GEM or scour the inter-webs for something cheaper.
Am I correct?
