and the pic you posted, that was how dark my old tails were. i wanted something different. and why not? the blacked out tails go perfect on my truck

It's just one of those trendy things that I never got into, like the huge 80's sunglasses I guess.
Personally I like the people behind me to know when I'm on the brakes, people have a hard enough time driving as it is, last thing I want to do is make my brake lights significantly darker. Plus in my opinion it is just asking for a ticket with no red showing.
I've been on the highway in torrential downpours behind people with tail light covers and dark dark niteshade like that and the lights don't show up worth a ****, and I have great vision. You can see them if you are intentionally staring at them, but the light doesn't jump out like it should.
I like how they look "slightly" tinted but without being dark, that's just me
