Need help, NO HEAT

my son has a 93 ranger and his heat went last week. we have done a new thermostat, water pump, heat sensor...his truck doesn't have the heater valve. New head gasket 2 weeks ago. the in line gets hot to the heater core and the out line stays cold. we have a new heater core to put in, does it sound like this is the problem?
