Will not turn over!!!
Hello Everyone!!
I have a 1999 Ranger XLT ExtCab 4x4.
Having issue with fuel pump and power distribution module(no interior lights and power windows).
Disconnected battery
Replaced fuel pump, connected battery and it’s priming(hear the hum again). No crank.
Disconnected battery
Pulled the radio to get access to modular to get numbers for order. Put it all back together.
Before I done the pump it would crank but no start.
Im understanding the power module does not effect starting or am I wrong?
How do I get it to crank?

Assuming V6 engine, 3.0l or 4.0l, in a 1999 Ranger 4x4, these would have PATS(passive anti-theft system), 1st year with this as standard equipment
Module behind the radio I think you are referring to is the GEM(generic electronic module), it is the "Body computer", so you are correct it has no control over engine or starting
GEM was used from 1995 to 2003 in Rangers, it controls interior lights, wipers, door locks, power windows, and from 1995 thru 2000, 4x4 electric shift control, but no effect on engine or cranking
I would check battery voltage, 12.3v to 12.8volt is acceptable for car batteries, 12.2v or lower means drained or bad battery, this can cause No Crank
Rangers have an "Only Start in Neutral" safety switch, in a manual trans vehicle the clutch pedal has the Neutral switch, in automatic the DTR switch(side of trans) has the Neutral switch, this prevents starting "in gear"
In manual trans, the clutch pedal must be pushed down all the way before starter motor can be activated
In an automatic, trans must be in Park OR Neutral, to activate starter motor, so check if it will start in Neutral, if so then Shift cable in cab or at transmission may be loose so Park starting is not working
Check Fuse 24 in Cab Fuse box, 7.5amp
This fuse passes the 12volts from ignition switch(in START) to the Neutral switch and then to the Starter Relay in engine fuse box
Ignition switch(12volt)------->>>>-----Fuse 24-->>>>---neutral switch-------->>>>--------(12volt)starter relay(ground)----------PATS------ground point
Starter relay needs 12volts AND a ground to activate starter motor
The ignition switch and fuse 24 provide the 12volts
PATS provides the Ground, IF(big if), the key in the ignition passes the PATS Test
On the dash instrument cluster there is a THEFT LIGHT, that's the PATS indicator light, should flash every 5 to 10 seconds with key OFF, as a theft deterent
With key on THEFT LIGHT should come on and then go OFF, IF key passed the "test"
If THEFT light flashes rapidly then key DID NOT pass the test and no crank(no ground to relay)
If THEFT light bulb is burned out then there would be no indicator for this, just no crank
If battery voltage is too low, under 12.3volt, then PATS can reset when key is turned to START causing a No Crank
