Wire Cable Bolted Under Cab, Wrapped Around Mid Cross Member?

Wire Cable Bolted Under Cab, Wrapped Around Mid Cross Member?

I recently removed the bed to refurbish the frame of my vehicle, and I noticed a thick steel wire cable that is bolted to the under side of the cab and wrapped around the mid-frame cross member. I also must have disconnected one end of the cable at some point but I can't remember when I did that. Does anyone know what this cable is and what it's used for, and also how the other end reconnects? Thanks

Looks like the "safety strap" on the seat belt bolts, there in case the floor pan should rot/rust out which wouldn't hold seat belts in a crash, and strap would then be holding the seat belts end
