Ok, I really need some help.
TLDR fuse 26 keeps popping and I have no clue why. My mechanic and I can find no shorts. I replaced the GEM, and it fixed nothing.
I have a 2003 xlt 4.0 5 speed.
Recently I pulled fuse #26 on the interior fuse panel while I was trying to fix my dome light. (Fuse 26 is responsible for the windshield wipers, speedometer and GEM or general electric module.) Once I put it back in it popped immediately, I replaced the fuse and everything worked fine for about a week. One day I was driving and I noticed that my speedometer was not working. I checked the fuse again and it had popped again. Now whenever I put a fuse in it just pops immediately.
So from there I did some more digging looking for shorts and could find absolutely nothing. I brought it down to my mechanic and had him look at it. He said he could find no issues with the wiring but if you unplug the GEM the fuse no longer pops so he said that he thought it was a bad GEM. I bought a new one and installed it but it fixed literally nothing.
I did a little bit more experimenting and discovered that if I plug the front most cable into the gem, then install the new fuse then plug in the rear cable everything will work for about 5 seconds then the fuse pops.
Any help would be greatly appreciated! The most I have been able to find thus far has been a thread on a different ranger forum from 2017 with a guy having the same exact set of issues, but seemingly no solution was found.

Cab fuse 26, has 12volts all the time, not a key on circuit
Diagram below, bottom of page shows what 26 powers
Cluster, seat belt module, GEM, and Battery Saver relay
Gem controls wipers, but wipers are not powered by fuse 26, so no GEM = no wipers
Since you know where GEM is I would unplug its connectors, that also makes the Battery Saver relay turn off
Then test fuse 26 again
If it blows then its a cluster or seat belt module issue
If its OK then you will need to find the Battery Saver relay, it can be a pain
Its in a multi-relay box(relay box #1) above the gas pedal, just under the GEM
It has a cover over it that comes off, you access it from drivers foot well
Diagram below is "generic" and has relay SLOTS shown, 1 to 5, not relays
And its sideways, rotate 90deg, battery saver relay in this diagram would be at the top left
Pull it out and plug in GEM, see if fuse 26 blows
If not, then something on Battery Saver relay has the short, there are a few things, glove box light, Dome light, cargo light, interior light relay(in relay box 1)
Leave Battery Saver relay out, and drive a day or two, just to make sure
