Hazards don't work

In my 2001 ford ranger xlt, my hazard lights do not work but my turn signals do. We have check the 10 and 21 fuses in the passenger fuse box but nothing changes, a relay for the lights under the dash has also been changed but again nothing changes. Whenever the hazard light switch is in the on position, the turn signals do not work as if the hazards were working.

Is there any other thing that could be the problem for this?

Welcome to the forum...
Sounds like the flasher relay is kuput. Yellow or blue cube shaped relay under the dash. 8-10 bucks at your local auto parts store. I read that you changed the relay, but that is usually the cause. Could possibly be the multi function switch on the steering column.
Looks something like this....
