Hello Rangers

I am new here I hope my question is in the right section? I am working on a 1998 Mazda B4000 4X4 I recently bought the power steering assist was not working and the pump was somewhat noisy. I replaced the steering pump with a reman pump now the only difference is it's quiet still no assist also it didn't seem to take much fluid and I can't determine if the fluid is flowing? I tried turning the steering wheel lock to lock with the front wheels up to bleed the system I did notice that the pump didn't make a light straining noise when the wheel was turned all the way to the stop in either direction? Next I replaced the steering rack along with the return line to cooler and pressure line from the pump, still the same thing zero power assist? I am going to try bypassing the inline cooler and blowing out the return line to the pump today just to be sure nothing is plugged and not allowing the fluid to flow through the system. Anyone have any ideas why the power steering is not working? Is it possible I bought a bum reman steering pump?

Update I checked the inline cooler and return line no obstructions, the only thing I can think of is the reman pump is bad?

I removed the steering pump cleaned the pressure regulating assembly problem solved works good!
