Bulb?
On a 2001 wiring diagram it shows Map 1 and Map 2 both connect to the same 12v line and both connect to the same ground wire inside the assembly.
The switch for each controls the Ground connection.
So with bulb removed there should be 12v but no ground unless switch is on.
I would use a volt meter to test for 12v at the socket and then an OHM meter to test if ground is present when switch is on.
