2000 Ford Ranger no check engine light theft light with code 16

I have a 2000 Ford Ranger 3.0l V6 no problems for the pass 22 years other than normal maintenance 2 weeks ago I crank my truck to go to work and about 2 miles the truck shut off,so I check and I have No Check Engine light coming on at all the truck crank but don’t start I been trying to figure the problem tru here ford Ranger forum and no luck yet all I have the theft light flashing fast for about 1 min and then code 16 is no communication with PCM. I have check all fuses and relay in cab and engine bay and they all good. Have any one have the same issue? And what else I can do to fix this issue. I have done everything like reset the anti theft reset PCM and nothing yet. Thank you and advance for the help the u guys have done.

No CEL with key on means PCM is not powering up, Theft Code 16 means the same thing, PATS module can not "talk" to PCM

It will have the engine fuse box and cab fuse box lay outs for fuses and relays

Have a 12v test light or volt meter to test power pathways

In cab fuse box is fuse 19(25amp) this powers PCM relay which powers the PCM
Pull out fuse 19
Turn on the key
Test both terminals for fuse 19, one should be 12volts, if not then ignition switch could be bad(it is under the steering column, not the key switch)
If one terminal has 12v then test fuse and put it back in

Go to engine bay and open fuse box
Pull out PCM Relay
Key off
Test each slot in PCM relay base
ONE should have 12volts
If no 12v then pull out fuse 8(30amp) in engine fuse box, test both its terminals for 12v, if no 12v then fuse box is bad, you will need to pull it out for repair
If one terminal has 12v then replace fuse 8
Test relay slots again, one slot should now have 12v from fuse 8
Turn key on
Retest slots in relay base, there should now be another slot that also has 12volts, this is from fuse 19 in the cab
If not pull out PCM power diode(-->--) and look at its terminals make sure they are clean and reinstall
Retest for 2nd 12v slot
If you now have 12v then replace relay and see if you get CEL with key on, and start up
If not replace/swap PCM relay, can be swapped with any relay EXCEPT Fuel Pump relay
See if CEL comes on now
If not you will need to pull the 104-wire connector on PCM in upper center firewall to test its 12volt wires, pins 71 and 97, the only solid Red wires on that connector

I did everything step by step 2 time 1 time on April 30 and today may 1 and everything looks good 👍🏽 check relays in cab and engine bay + all the relays they are good take all the fuses 1 by 1 + relays 1 by 1 and test all and is good take the PCM plug test 71 and 91 they have 12v+ test the plug connect to the PCM and still have 12v and still have no check engine light 💡. Any more I can try to do any options or advice or help or technical support from u guys. Thank you Rod for all the help but if u got anything the I can try I will definitely give another try. Thanks brother

I assume you have unhooked a battery cable for more than 5 min, while working on it, that will do a hard reset of PCM, reboots factory software, just like home PC or laptop or phone, lol


Pin 2 on the PCM, a pink/green wire, is the Ground for the CEL bulb, what turns it on
CEL bulb gets 12volt from the cluster with Key on
After it powers up, the PCM grounds pin 2, turning on the CEL bulb

You could have key on and Ground pin 2, pink/green wire and CEL should come on, if not bulb is burned out but that wouldn't cause Flashing THEFT light, code 16 or a no crank
The No CEL and code 16 pretty much means PCM can not power up
And if it has 12v at pins 71 and 91 then it looks like bad PCM
Which is really bad news

2000 Ranger will have a separate PATS module above the glove box
At the factory the PCM and PATS Module were "married" together so they can "talk" using a RSA encryption, code 16 means PATS module can't "talk", get a response from PCM

You can/should pull out the PCM, open it up and have a look inside
And also to get the numbers off its label
(Y or X)L5F-12A650-XXX
the X's at the end are the numbers/letters you need to match, but just for the vehicles power train, PATS pairing is another story

"Electronic Control Module, (RH rear firewall)" is what you want
And then match it to your Ranger model
AT=automatic trans, MT = manual

If you find a match then call the place and ask if you can get the PATS module from same vehicle AND a key or two with key cylinder from column

If you want a new/rebuild PCM then you will need to Pair it with old PATS module, Ford Dealer will do that but ONLY if you buy the PCM from them

There is a software called Forscan, and a forum, software runs on a Laptop and you need an OBD2 to USB cable to hook it to your Ranger
It can Pair these
And you can add PATS keys with it as well

Question

By the way I tried pin 2 on ground and CEL came on.

3 weeks ago I was at the junkyard and buy this PCM and the 3 keys the only thing I didn’t take out was the ignition cylinder and the ignition switch from a 2006 ford Ranger STX do u think if this PCM have internal PATS I can go back and get the ignition cylinder and ignition switch it will work on my truck.

So CEL bulb is OK, pull that PCM out

2006 PCM won't work in a 2000 Ranger, quite different wiring, and to use a 2006 PCM in a 2006 Ranger you would also need its instrument cluster, PATS module is part of instrument cluster in 2004-2011 Rangers, so same issue different parts required
2001-2003 Rangers have PATS module inside PCM, but won't work in 1998-2000 because of wiring

1998-1999 PCM might work with its PATS module and keys, 2000 for sure, with PATS module and keys
