Windshield wiper issues
So this morning I had some windshield wiper issues with my 94 ranger. In my truck the speeds start at “slow” and go up to “fast” with about 5 intermittent speeds in between. Past “fast” there is “low” and “high”.
This morning no matter what speed I had it set to it seemed to be stuck on the “low” speed. The only exception was that the “high” speed worked fine. Additionally when I shut the wipers off they simply stopped wherever they were at the time when I shut the switch off, instead of returning to the bottom of the windshield like they are supposed to.
After about 20 min of driving everything started working as usual. Any ideas? There was quite a bit of frost this morning but I doubt that would matter.

If has the locations of fuse and relays for wipers
Washer first, in the Engine Fuse box is the Washer relay, you need to see if that relay "clicks" when you press in the Washer button
So you may need a helper to push the button while your finger is on that relay so you can feel if it "clicks"
If it does "click" then most likely the water pump motor has failed or its wires are unplugged
If it does NOT "click" you can try a new relay, they rarely fail but rarely is NOT never, lol
If intermittent wipers work then problem could be in GEM module behind Radio, although a long shot
Wipers on High
Wiper motor has two separate speeds, a low wire and high wire and common ground, so its is possible for this to be a motor issue, check connector
There is also a low/high wiper Relay, in the engine fuse box, this powers either the low wire or high wire going to the motor, so its possible this relay has failed, stuck in Low, you can do same test as above, select High and see if this relay "clicks"
So the question is, when you select HIGH on the wiper control do wipers turn off or do they just stay working in LOW, if so then I would replace low/high rely on spec, might not be the problem but could be
If wipers turn OFF in high, then probably a motor issue, you would need to test the Dark Blue/orange stripe wire(high wire) at motor for 12v when high is selected, if there is 12v then motor's High wiring inside is bad
Most common failure point for wipers is the Multi-function switch(turn signal stalk), outside of the motor itself its the only moving part that can wear out and they do
I would think the Washer button is working since wipers do come on
But the wiper HIGH could be lack of contact in this switch, test if low/high relay is working
2001 wiring diagram below, 2003 will be the same
