My 04 FX4 Level 2 is a bit low in the rear.
I put new #1 torsion bars and timbrens in the front to help with the weight of the plow.
I put a set of ATS Springs 5 leaf 1,750lb capacity springs in to replace the 16 year old C codes
Well after driving it around for a year, the truck sits perfectly level and I HATE it. The plow is no longer on the truck and I would like to put a little rake back in it.
BTW I actually use my truck as one(hence why I put the heavier rear springs in). I also have a Leer cap on as well.
Should I go with a 3.5" block and longer U-bolts or should I go with "lift" shackles?

Chevy/Belltech 6400 shackles will give you 1.5" but it will also slightly increase axle wrap. A bigger block will increase axle wrap too, probably more than the shackles. I went with shackles, didn't notice a difference in the ride.
Shackles tend to push the rear wheel forward, so it looks a bit stupid if you're picky about appearance.
On the other hand, a 3.5" block is a pretty tall block for a Ranger, especially with how light they are in the rear.
If it were me, and you don't care about the wheel alignment in the opening, I would run the shackles.

I just put more air in the air bags I installed to help the rear springs when the bed is loaded and towing. Have you ever considered installing air bags? They have some minor drawbacks but work very well and are adjustable.
