A 99~2001 Ex into a 99~2000 Ranger is the easiest of all Ranger/Explorer 5.0L swaps. You"ll need the engine harness, starter/charging harness and the transmission harness from the 99 Explorer which are, for the most part, highly compatible with the 99 Ranger's electrical system.
For exact wiring info, I recommend that you get the Ford factory Wiring Diagrams Manuals for both vehicles. These are $60 each new from Helm, Inc. but can be bought on eBay for $10~20 each.

I'm not sure if it does either, I'm using the explorer cable. The stock ranger one might come up short since the trany is longer(dif. spot anyways). But there might be a way to make it work
